摘要
由于城市公交的自然垄断性、公益性以及我国的社会主义性质,城市公交在我国一直都是由政府垄断。随着经济的飞速发展,城市公交的供需缺口日愈增大,矛盾也愈激化。公交车线路少、线路运行车辆少、公交车破旧、车内脏乱等给城市公交冠上了贫穷的代言词,如何甩掉这一称号成为城市公交发展亟须破解的难题。论文利用规制理论,对我国城市公交PPP中的企业和政府行为进行研究,结合目前城市公交PPP中规制存在的严重不足,探索完善城市公交PPP的规制措施。
Due to the transit of natural monopoly,public welfare and China's socialist nature,urban public transport in our country has always been monopolized by the government. With the rapid development of economy, urban pub- lic transport in the gap between supply and demand increasingly larger, contradictions become increasingly intensi- fied. Less bus Lines, less running vehicles, old and dirty vehicles are on behalf of public transport as poor, thus how to get rid of the title of urban public transport development needs to crack the problem. In this paper,the be- havior of enterprises and government in urban public transportation PPP is studied by using the regulation theory, which is based on the existing problems in the urban public transportation PPP,and to explore the regulatory meas- ures to improve the urban public transport PPP.
