摘要
产业政策的竞争评估不仅是竞争执法机构的责任,政策制定部门、审批监督组织都负有相应义务。这些不同类型的责任主体可以通过竞争合规模式、审批监督模式、竞争执法模式、竞争倡导模式各自开展对产业政策的竞争评估。但无论在何种模式下,相应责任主体原则上都应当按照"简易评估→普通评估→特别评估"的基本流程进行操作。在针对竞争评估的宏观架构上,可以根据对应的精确度要求选用定性为主的"清单对照排除法"或者定量为主的PSCP范式。
Competitive evaluation of industry policy is not only the work to competition enforcement agencies,but also the duty of policy maker and who are response for supervision and approval affair. They can respectively carry out competition evaluation on industrial policy by competition compliance mode,supervision and approve mode,competition enforcement mode and competition advocacy mode. But regardless of the modes,each principally should be carried out in accordance with the basic process simple assessment→general assessment→special assessment.In the macro structure of competition evaluation,we can use List Compare Exclusion or PSCP paradigm corresponding to the accuracy requirements.
