摘要
在财政力量不足的情况,各国政府大多采取BOT模式建设公租房。围绕BOT模式下公租房可持续发展的核心问题——租金定价机制,对国内外情况进行了比较,发达国家大多采取依据承租者收入水平制定租金,而国内目前采取市场价一定比例的做法比较流行。研究认为国内定价方式虽然有助于保障公租房项目企业的利益,减少财政补贴,但过高的租金加重了中低收入群体的房租负担,造成公租房闲置等问题。应该充分考虑项目企业、租户和政府三方利益的平衡,建立最合理的公租房定机制,保障公租房政策得到更好发展。
In case of shortage of financial power, governments mostly adopted BOT pattern to build public rental housing.This article focuses on the rent pricing mechanism, which is the core issue of the sustainable development of public rental housing with BOT pattern, and compares the foreign and domestic situation. Developed countries mostly enacted rent according to the income level of renters, while the domestic price was proportional to the market price. This paper suggests that the domestic pricing pattern was benefit to guarantee the profit of the enterprises to operate public rental housing program and reduce the financial subsidy, but the excessive rent increases the burden of low-middle-income people, and results in idle public rental housing. The balance between the program enterprise, renters and government should be considered, and reasonable pricing mechanism for public rental housing should be established to guarantee the better development of public rental housing policy.
