大学内部治理结构是大学内部决策权配置、制衡的组织机构格局,及其权力运行的规则。建立利益相关者共同治理的高职院校内部治理结构,是大学治理发展的历史经验、治理现代化建设的时代呼唤、突破高职院校发展瓶颈的现实诉求。为此,需要厘清高职院校的利益相关者及其参与治理的基本准则;完善"三重一大"、行政事务、学术工作决策的体制机制,落实教职工代表大会和学生代表大会的责任。

College Interior Management System is the rules of internal decision-making power allocation, institutional framework balance and the operation of authority. To Form an Interior Management System of Higher Vocational College Joint-Managed by Stakeholders is the conclusion of experiences of college management development history, the demand of modern management development and the actual appeal of breaking the restriction of higher vocational college development. Therefore, it is necessary to clarify the sorts of stakeholders in higher vocational colleges and their basic standards of management participation, to improve ＂the three importants and one essential＂, administrative affairs and the decision- making system of academic affairs and to implement the duties of the Teachers＂ Representative Conference and the Students＂ Representative Conference.
