摘要
促进创新型人才流动是一项系统工程,既涉及体制、政策问题,也涉及到创新型人才流动的管理效能问题。要提高创新型人才流动管理效能,要确立新的创新人才流动观,树立全面的人才观、正确的人才流动观和正确的人才市场观。要遵循人才规律、发展规律和系统规律,科学设计创新人才流动规划。要建立健全人才流动的服务体系,建立健全人才评估考核体系,建立健全创新型人才信息管理体系,建立健全人才流动的法规体系,努力提高创新人才流动组织管理效能。
To promote innovative talents flow is a systematic project, involving not only both system and policy issues, but also the innovative talents flow management efficiency. To increase the efficiency of the innovative talents flow management, we must establish the new concept of innovative talents flow, set up the comprehensive outlook on talents and the correct view of talent flow; follow the laws of talents, development and system, scientifically designing innovative talent flow project; establish and improve the mobility service system,the talent assessment system, the innovative talents information management system and the laws and regulations system to increase the efficiency of the innovative talents flow organization and management.
