高职院校社会服务与政府社会服务职能转移对接研究

Study on the Transferring and Docking of Social Service Function between Higher Vocational Colleges and Government

高职院校社会组织是社会组织中的一个特殊群体,政府社会服务职能转移、向社会组织购买服务,需要高职院校社会组织的积极参与,同时也为高职院校开展社会服务提供了新途径。目前,高职院校社会组织承接政府社会服务职能转移存在着对承担政府社会服务职能转移认识不够、高职院校社会组织发展不够、高职院校社会组织承接政府社会服务职能转移环境不优等问题。针对这些问题,要结合高职院校社会服务实际,增强对承接政府社会服务职能转移的主动性,大力培育和发展高职院校社会组织,营造高职院校社会组织承接政府社会服务职能转移的良好环境,以此促进高职院校社会组织与政府社会服务职能转移有效对接。

The social organization of higher vocational colleges is a special group in social organizations. It not only actively participates in the transferring of government social service function and purchases service from the social organizations, but also provides a new way for higher vocational colleges to carry out social services.There are a series of problems in undertaking the transferring of government social services at present, such as insufficient understanding of the transferring of government social services, imperfect development of social organizations in higher vocational colleges, not superior environment of undertaking. To solve these problems,higher vocational colleges should combine social services, enhance the initiative of transferring government social services, and vigorously cultivate and develop social organizations in higher vocational colleges, and create a favorable environment in higher vocational colleges social organizations to undertake transferring government social services, promoting the effective docking of social service functions transferring between higher vocational colleges social organizations and government.
