对以粮食“供给侧”改革为主线、“两侧”同步发力的思考

创新、协调、绿色、开放、共享的"五大发展理念",是引领以粮食"供给侧"结构改革为主线、"两侧"同步发力的思想灵魂,为其指明了方向和重点。本文以辩证思维、结合实际、客观分析了粮食"供给侧"结构的"短板"和"弱点",在此基础上提出了"五坚持":坚持以"创新发展"激发新动能;坚持以"协调发展"开拓新领域;坚持以"绿色发展"促进转方式;坚持以"开放发展"加强竞争力;坚持以"共享发展"弘扬"民本"宗旨。在促进以粮食"供给侧"为主线的结构改革、扩大有效供给、满足有效需求中,既要讲重点论,又要讲全面论,要有系统性、整体性,从实际出发提出"二稳增"、"二减少"、"二创新"、"二扩大"、"二完善"的改革举措。
