本文首先从7个不同角度分析了2015年价格运行的主要特点;然后从CPI和PPI剪刀差扩大、生产资料价格降幅较大、房地产市场走势分化、股市暴涨暴跌等几方面深入分析当前价格运行存在的突出问题;接着,从粮食"三量齐增"、产能过剩、需求不足、输入性通缩风险以及劳动力成本上升带来的服务价格上涨等方面,全面剖析2016年影响价格总水平涨跌的主要因素;最后,从完善农产品价格形成机制和收储政策、加快重点行业去产能和房地产去库存、加强银行资金监管等方面提出了有针对性的建议。

This paper firstly starts from 7 different angles, to analyze the main characteristics of the 2015 price operation. From the following aspects （the continuous expansion of CPI and PPI scissors, production goods of a large price drop, the differentiation trend of the real estate market, the crash of stock market）, it deeply analyzes the outstanding problems in the current price operation. Then, it takes comprehensive analysis of main factors influencing the 2016 general price level rise from food production, inventory and imports increasing together, overcapacity, lack of demand, the input of the risk of deflation and the rising prices of services caused by the rising labor costs. On this basis, it sets forth the corresponding recommendations from improving the formation mechanism and storage policy of agricultural products, speeding up De-Capacity of key industry and De-Stocking of real estate and strengthening bank capital supervision etc.
