基于数据包络分析的城市环境绩效评估研究

Municipal Environment Performance Evaluation Based on DEA

随着环境问题日益凸显,我国不断增加环保投入,制定并施行环保政策,如何客观评价其成果和不足并确定未来工作方向也成为各方关注焦点。环境绩效评估则是衡量环境管理成效的重要工具之一。本文尝试将数据包络法应用到城市环境绩效评估研究中去,从投入和产出的角度构建城市环境绩效指标框架,对我国30个重点城市2012年的环境绩效进行实证评估,分析其环境绩效状况及改进目标,并对数据包络法在环境绩效评估中的适用性提出一定见解,希望能对我国环境绩效评估方法研究以及环境管理实践工作有所启示。

As environmental issues becoming increasingly prominent, the investment in environmental protection and the development and implementation of environmental policy are increasing. How to objectively evaluate the achievements and shortcomings and determine the future direction of the work has become the focus of attention. Environmental Performance Evaluation is one of the efficient tools to measure the effectiveness of environmental management. This paper attempts to assess the environmental performance by DEA, including construction of municipal environmental performance indicator framework from the perspective of inputs and outputs ,empirical research of 30 cities in 2012 ,analysis of their improvement and situation and improvement,the opinions for applicability of DEA in environmental performance evaluation, hoping to provide inspiration to evaluation method of environmental performance as well as environmental management practical work.
