农村基础设施建设对社区综合发展的影响研究——以亚行贵州社区扶贫示范项目为例

Influence of Rural Infrastructure Construction on Comprehensive Development of Community: A Case Study of Community Alleviation Poverty Demonstration Project of ADB

实证表明,亚行贵州社区扶贫示范项目的农村基础设施建设能够有效解放农村劳动力,并激发创造力和增强内聚力,进而启动可持续性的自力更生机制,推动社区的综合发展,包括:农户生活和生计模式发生显著改变;村级市场和社区公共空间的形成;农户思想意识发生实质性改变,包括信息获取意识及其教育作用得到增强,探索外部世界的意识和能力得到开发;农户自我开发能力得到提升,包括"后知后觉"的集体凝聚力的形成和社区产业结构的升级。因此,要想通过农村基础设施建设减缓我国农村社区的贫困问题和推动社区的综合发展,关键应充分发挥参与式理念,使农民从"沙化"走向"内聚",增强主体性意识,并充分发挥应有的作用。

Empirical data suggested that the construction of rural infrastructure in Guizhou sponsored by the community alleviating poverty demonstration project of ADB can liberate the workforce,develop their creativity and enhance their collective cohesion so that the sustainable self-reliance mechanism was started and the comprehensive development of the community was promoted resulting in the significant changes of the farmers＇ lives and livelihoods model; the forming of the market and the public space of the community; the substantial change in farmers＇ awareness including the enhancing of their information awareness and the education function,and their consciousness and ability to explore the outside world; and the constant improving of farmers＇ development ability including the collective cohesion of the＂hindsight＂and the upgrading of the industrial structure of the community.Thus,in order to solve the problem of poverty and promote the comprehensive development of the community through the construction of rural infrastructure,the key lies in giving full play to the participatory concept so that farmers can be transformed from a state of＂desertification＂to a state of＂cohesion＂,and strengthen the consciousness of their subjectivity to play their due role.
