美丽乡村的村民幸福梦——西王村社区自城镇化中的福利考察

农村的"中国梦"作为整个"中国梦"的组成部分,是事关"中国梦"能否实现的重要方面。如何实现村民幸福的中国梦,也是新型城镇化需要破解的难题之一。西王村社区经过近30年的发展,已经超过周边村落或乡镇的发展水平,发生了自然城镇化,成为了地方事实上的经济和社会文化中心。尤其是西王村社区福利事业的发展,使西王村成为一个有别于附近村庄、功能齐全的名副其实的城镇化社区,为实现村民幸福的中国梦和国家的新型城镇化战略,提供了一个可资借鉴的模板。同时,西王社区发展和福利制度中的不足之处,也值得基层决策者引以为鉴。

As a part of ＂ the Chinese Dream＂, ＂ the Chinese Dream＂ of countryside is a very important in the realization of ＂ the Chinese dream＂. How to achieve the Chinese Dream for the villagers＇ happiness is also a new problem to be solved in the new type of urbanization. Xiwang village community,after nearly 30 years of development,has exceeded the villages and township s around it in the development level. The natural urbanization occurs,so it actually became the local economic and socio- cultural center. Especially the development of welfare in Xiwang village community,makes Xiwang Village different from the nearby village. It deserves a fully- functional urbanization community,and provides a template for reference in realizing the dream of villagers happiness and the new urbanization strategy of the country. At the same time,deficiencies in the development of Xiwang village community and the welfare system,are also worth taking warnings for the grassroots policymakers.
