包容性创新:贫困治理的新思路

Inclusive Innovation: New Idea of Governance in Poverty-reduction

在印度等国实践基础上提出的包容性创新理念,既鼓励面向贫困者的各种创新活动,开发满足其需求的产品和服务,又强调积极提升他们的知识吸收能力,增强其创新能力,扩大其经济机会。中国的反贫困工作已经取得举世瞩目的成绩,但仍然还存在不少贫困地区和人口,扶贫济困工作不仅依然征途漫漫,还面临一些严峻挑战。在世界日益追求包容性发展、中国推进全面深化改革的新时期,贫困治理工作同样需要不断改革创新,以提升其效率与效果。包容性创新,因其内涵更为丰富、思路更趋多元,理应成为重要的战略努力方向,值得积极加以推广实施。

Inclusive innovation, a new concept based on the practice of India and other countries, not only en- courages various kinds of innovative activities, but also emphasizes actively promoting their knowledge absorp- tion ability, enhancing their innovation ability and expanding their economic opportunities. China has obtained internationally known achievements in anti-poverty, but there are still many impoverished area and population. The poverty reduction is still a long journey and faces some serious challenges. In a new era that the world is in- creasingly pursuing inclusive development and China is deepening the reform comprehensively, poverty gover- nance also needs to reform and innovate in order to improve the efficiency and effect. Because of its richer con- notation and diversified way of thinking, inclusive innovation should become the important strategic direction for poverty governance, and it is worth actively popularization and implementation.
