诚信是人类社会最基本的道德规范之一，是我国传统文化的核心理念，同时也是市场经济发展的价值基石。它作为一种无形的经济资源和社会资本，在规范市场经济秩序、降低交易成本、提高社会经济效率、提升个人和企业声誉及政府公信力、促进社会物质财富增长和文明进步等方面，发挥着越来越重要的作用。然而，面对当前市场经济秩序不规范、诚信缺失等问题，必须通过舆论手段、经济手段、行政手段和法律手段进行综合整治，建立正确的舆论引导机制、有效的诚信运行机制和强有力的法律保障机制，来促进诚信作用的正常发挥和市场经济的顺畅发展。

Integrity is one of the most basic moral rules of human society, the core idea of our traditional nation- al culture and meanwhile the value cornerstone of market economy development as well. As intangible econom- ic resources and social capital, integrity plays an increasing role in various aspects such as standardizing the or- der of market economy, lowering the transaction costs, enhancing the fames of individuals and enterprises, the government creditability, promoting increase of social material wealth and the civilization and progress. Howev- er, confronted with the issues of lack of standardizing the order of market economy and creditability, measures must be taken to make comprehensive improvement by means of propaganda, economy, administration and leg- islation and so on, establishing the right mechanisms of public opinion guidance, integrity operating, and power- ful law safeguarding, and eventually ensure the normal function of creditability and smooth development of mar-ket economy.
