Ideological Analysis of Long-standing Mistaken Ideas about Administrative Reform in China

当前中国行政改革研究在理论上坚持政治与行政的二分原则，这使行政发展与政治发展相互脱节，陷入理论误区和实践困境。对此，要在中国的政治发展战略下认识和规划行政改革，坚持政治发展与行政发展协调互动的科学改革观，推行从“体制外”向“体制内”的积极进取型的增量改革，在条件和时机成熟的前提下要敢于突破旧体制的束缚。

The current research of the Chinese administrative reform theoretically persists in the dimidiate prin- ciple of politics and administration. It makes the administrative development and political development out of joint and into both the theoretic misunderstanding and the practical difficulties. Therefore, the understanding and planning of the administrative reform under the strategy of the Chinese political development is necessary to keep the scientific reform conception of assorting the political development with the administrative develop- ment, to promote the active reform from the ＂Outer system＂ to the ＂Inner system＂ so as to break through the ties of the old system under the mature precondition and opportunity.
