县域政治生态的特点与优化

县域政治生态是县域政治生活现状以及政治发展环境的集中反映，是党风、政风、社会风气的综合体现。建立干部清正、政府清廉、政治清明的县域政治生态，是县域经济社会发展的政治保证。县域政治生态是政治生态中的基层系统，既有政治生态共性的方面，也有自己独特的一面。县域政治生态中存在着跑官要官、裙带关系、投机专营、论资排辈、形式主义、好人主义、贪赃枉法等问题，其原因是党要管党、从严治党落实不到位，价值观迷失、不良传统政治文化影响、权力过分集中以及贫富差距过大等。构建县域良好的政治生态，一是以习近平总书记系列重要讲话精神为指导、培育积极向上的从政文化和干部作风，二是认真落实“两个责任”，三是增强县域党组织的执政能力，四是要树立正确的选人用人导向，五是稳步推进县域民主法治建设，六是严厉查处腐败行为，七是加快推进县权改革，八是培育和塑造县域人文精神。

Political ecology of county territory is a concentrated reflection of the present situation of the politi- cal life and development of the county, which is also the comprehensive reflection of the party, the political and social climate. It＇ s the political guarantee for the county＇ s economic and social development to establish a polit- ical ecology of county territory including honest cadres, clean government and political brightness. Political ecology of county territory is the primary system of the political ecology, which has some characteristics in com- mon with the latter while owning its unique side. There＇ re some phenomena in the policical ecology in county territory, such as craving for official position, nepotism, speculation franchise, seniority, formalism, good person- alism, pervert justice for a bribe, etc. The reasons of the above are the implement in vain for managing the party with strict standard, values loss, the adverse influence of the traditional political culture, immoderate centraliza- tion of power, and the big gap between the wealthy and the poor, etc. To establish thc; good political ecology of county territory, first, we should cultivate the positive political culture and the work style of cadres by the guid- ance of the spirit of the series of important speeches of General Secretary XI Jin-ping. Secondly, we should im- plement the ＂two responsibilities＂. Thirdly, enhancing the ruling ability of county party organization. Forthly, the correct selection and guidance has to be established. Fifthly, we should promote the development of democ- racy and the rule of law in the county steadily. Sixthly, we should punish the malversation. Seventhly, we should accelerate the reform of the county, and finally the humanistic spirit should be cultivated and trained.
