破解“大城市病” 北京需“借力”与“助力”

京津冀协同发展首要的、也是最核心的任务，是有序疏解北京非首都功能、优化提升首都核心功能、解决北京“大城市病”问题。建设以首都为核心的世界级城市群，如何破解北京的“大城市病”是关键环节和重中之重。

Moral education and legalization are basic approaches to cultivate and practice the socialist core values. In the early stage of putting forward core values, the social effect of taking the path of moral education to cultivate the core values will be better. With the diminishing marginal utility of moral education, we should pay more attention to the role of the rule of law in cultivating core values. This is in line with international practice,but also has the experience of the ancients for reference. At present, in order to cultivate the core values, we need to pay special attention to the policy guidance, legislative normalization, strictly enforcement of law, fair justice, national law-abiding and other key links.
