国家公共体育服务体系示范区建设成效、问题与对策研究

National-level Public Sports Service System Demonstration Areas: Effects,Problems and Countermeasures

采用文献资料与逻辑思维方法对国家公共体育服务体系示范区建设内涵、特征与建设成效和存在问题进行了研究。结果表明:江苏省政府为落实共建国家公共体育服务体系示范区协议内容,完成共建协议目标,先后出台了《关于推进公共体育服务体系示范区建设的实施意见》等一系列的政策制度,江苏省体育局也积极谋划,联合省发改委、城建、财政、民政等20多个部门,做好国家公共体育服务体系示范区建设的顶层设计,连续出台了政府购买公共体育服务、体育场地建设与开放、组织体系建设等一系列的政策文件,为国家公共体育服务体系示范区创建提供了强有力制度保障。本文在分析研究的基础上,提出了将全民健身战略纳入示范区优先发展地位、完善公共体育服务体系示范区的制度建设,重视舆论宣传工作,坚持政府主导与社会参与的多元化的公共体育服务供给模式,构建科学合理的公共体育服务均等化的指标体系等发展对策。为更好地建设好国家公共体育服务体系示范区,满足江苏人民日益增长多元体育需求,促进国家公共体育服务体系建设科学发展,提供了一定的理论依据。

The present study researches the contents,characteristics,effects and problems of national-level public sport service demonstration areas. It finds that the Jiangsu Provincial government has introduced the＂Implementation Opinions on Promoting the Construction of Public Sports Service System Demonstration Areas＂and a series of policies and regulations,concerning the implementation of the agreement and the accomplishment of the targets. Jiangsu Province Sports Bureau has also actively conducted top-level designs of public sports service system demonstration area construction,together with 20 other departments,and issued a series of policy documents on government purchased public sports service,sports venues construction and opening,organizational system construction,thus providing a strong institutional guarantee for public sports service system demonstration areas. The article proposes according priority to the national fitness strategy in the development of the demonstration areas,improving system construction,enhancing propaganda,adhering to the diversified mode of the government-led and community-participating public sports service provision,and constructing a scientific and reasonable index system of the equalization of public sports service. In order to better the construction of public sports service system demonstration areas in Jiangsu Province,to meet the growing demand of the people,and to promote the scientific development of the public sports service system,provide a certain theoretical basis.
