政治生态文化视阈下农村“小官大贪”及其治理

“Minor Officials with Serious Corruption”in Village and Governance from the Perspective of Political Ecological Culture

近年来,在我国农村,"小官大贪"已经成为社会转型期一个值得关注的现象。政治生态文化诱因是小官大贪的症结所在。腐败型政治生态文化促使农村基层干部产生腐败行为并呈现裂变式扩散,催生非正式群体,败坏村风,引发干群信任危机。而长期的血缘宗族观、权威崇拜、人情、礼治等传统政治文化的遗存以及权力寻租倾向、潜规则、腐败有理观等转型期腐败文化是当前基层政治生态恶化的深层文化诱因。农村腐败型政治生态文化已经对政治环境的发展产生了诸多不利影响,良性政治生态文化需要被重构,以有利于政治生态发展的新文化取代旧文化,对政治系统的有效运行形成保障。这需要通过监督制度建设、村民监督意识和能力建设挤压腐败文化的生存空间,通过对优秀传统文化资源的挖掘和契约意识、民主意识、法治意识的培养构建更加健康的政治生态文化。

In recent years,＂Little Village and grand corruption＂ has become a noteworthy phenomenon in China＇s social transition,I believe that political ecological cultural is the minor reason of ＂Minor Officials with Serious Corruption＂. From the hazard analysis of political ecological culture of corruption , this article believe that political ecological culture of corruption can promote village officials to corruption and presents fission diffusion, birth informal groups, corrupt village atmosphere, trig- gered a crisis of confidence between cadres and masses. And long--term traditional political culture of blood lineage, the wor- ship of authority, human and Reiji, and culture of seeking rent with power, unspoken rules, corruption rational outlook on transition period are deep cultural incentives of grassroots political ecology＇ worsen. This article try to find the path to purify grassroots political ecology and curb ＂the practices and corruption took place in the farmers around＂ and maintain village＇ polit- ical ecological balance and sustainable operation from the persoective of political culture.
