摘要 从预防-救援-恢复三个阶段找出17个影响城市消防安全的评价因子。运用系统工程理论,建立城市消防安全影响因素的6级多层递阶解释结构模型(ISM),采用层次分析法(AHP)确定了各指标的权重。研究表明,多层递阶ISM可以直观地反映出各个影响因素之间的横纵向关系;利用AHP法求出影响城市消防安全的各级指标的权重,表明公众消防安全意识以及恢复阶段三要素是影响城市消防安全的决定性要素,预防阶段、救援阶段则是直接影响要素。 Seventeen factors which affect the fire protection of city were identified from three stages of prevention, rescue and recovery. By the theory of system engineering, the six-layer multi-hierarchical interpretative structure model (ISM) was es- tablished for fire protection of city. The Analytic Hierarchy Process (AHP) was used to determine the weight of each in- dex. The research results showed that the hierarchical relation- ships among various factors can be reflected directly by multi- echelon ISM; AHP was used to solve the weight of all levels of the fire protection of city. It shows that the safety awareness of the masses ; the elements of the recovery stage are'the decisive factors which affect the city fire safety. Preventing and rescuing stage are direct factors.
