代际公平视角下沿海港口岸线资源代际转移机制研究

Research into Intergenerational Transfer Mechanism of Resources of Coastal Ports from the Perspective of Intergenerational Fairness

从微观代际转移角度阐述岸线资源代际配置的实质过程,认为只有实现港口岸线资源价值量代际转移的均衡才能真正实现岸线资源的代际公平。在此基础上,通过逻辑推导和验证,得出控制单位岸线资源的使用价格的增长速度(排除通货膨胀导致的价格增长)与开发利用港口岸线资源的技术水平进步速度相等,可以实现岸线资源的代际公平。

The process of coastal resources essence intergenerational configuration was described from microscopic intergenerational transfer view,and we realized that only achieve intergenerational transfer balance of coastal resources value,can intergenerational equity of coastal resources be truly achieved.On this basis,by logical deduction and verification,we draw that controlling to equal the unit coastal resources price growth rate（ excluding inflation leads to price increases） and the skill levels progress speed of development and utilization of coastal resources in the port can achieve intergenerational equity of coastal resources.
