摘要
处在城镇化内涵式发展阶段的苏州亟需人力资本存量和人力资源品质提升,新生代农民工是其中不容忽视的基础力量,通过有效的教育培训机制将其塑造成新型产业工人和新市民,必须建构一个市场导向、政府主导、信息共享、多元投入的协作化运作机制。
Suzhou is in urgent need of stock of human capital and the quality promotion of human resources in the connotative development phase of urbanization. As the basic power, the new generation of migrant workers can not be ignored. Therefore, the new industrial workers and new citizens can be shaped through the effective education and training mechanisms. We must build a market-oriented, government-led, information-sharing, multiple-input-oriented coordinative operation mechanism.
