我国义务教育生均经费标准和生均财政拨款标准研究--基于OECD国家的数据分析

On the Expenditure Standard and Financial Allocation Standard per Student in Compulsory Education——Based on the Data of OECD Indicators

近年来,我国义务教育生均经费和生均财政拨款都呈现出快速增长的趋势。但与教育发达国家相比,我国目前义务教育生均投入还较低,需要制定合理的义务教育生均经费标准和生均财政拨款标准。通过国际比较,基于OECD国家的数据分析,可以计算出2011年我国义务教育生均经费标准和生均财政拨款标准。义务教育生均经费标准和生均财政拨款标准应随着国家经济发展水平的提高逐渐提高。

At present, expenditure standard and financial allocation standard per student in compulsory edu- cation are growing rapidly in China. However, expenditure per student is lower in our compulsory education than in other developed countries in the world. Our country needs to make a reasonable expenditure standard and financial allocation standard per student in compulsory education. Through international comparison to de- termine the two standards is a feasible method. According to the data of OECD, expenditure and financial funds per student of compulsory education are gained in 2011. The expenditure standard and financial alloca- tion standard per student of compulsory education should be gradually increased with the improvement of the level of economic development.
