摘要
通过分析上海科技人力资源的基本特征和创新能力耦合协调度评价,深入探究科技创新中心建设背景下上海科技人力资源配置存在的海外科技人才引进制度欠缺、科技人才流动制度有待完善以及高端科技人才数量不足等问题,在分层次分析后借鉴国外经验,提出科技创新中心建设背景下上海科技人力资源配置的对策性建议。
In order to open up the socio-technical human resource prospect under Global hubs of technological innovation,the paper introduces and analyzes some situation,feature as well as existing of problems in developing socio-technical human resource,such as the strategies of attracting overseas talents,the free flow system of the talents and the lack of top talents.After studying internal and international experience,the paper bring out the strategy to promote Shanghai socio-technical human resource construction.
