规划许可对于房地产市场的影响,一直是城市规划理论和实践的"盲区"。在当前中国的土地制度下,一级土地市场实际上扮演者为城市基础设施建设和公共服务融资的关键角色。城市规划控制着土地供给的规模、区位、功能、开发强度。城市规划能否发挥好对不动产市场的调节和监管作用,对城市经济绩效会产生重大影响。
The relationship between planning permit and property market has always been a "blind area" in the theory and practice of urban planning. The primary land market has long played a key role in the financing for urban infrastructure construction and public service in China. Urban planning controls the scale, location, functions, and development intensity of land. The way that urban planning regulates and supervises the supply and demand of the property market will influence the economic performance of a city.
