保障性住房建设任务分配模型构建探讨——基于广州的实证分析

Exploration into Building the Task Assignment Model of the Indemnificatory Housing Construction——An Empirical Study Based on Guangzhou

以保障性住房建设任务分配模式为研究切入点,采用问题导向法,通过实地走访等方式,探析广州市保障性住房建设任务市区共担的合理分配机制,构建任务分配的随机效应与固定效应的回归模型,以及加入专家赋值的权重模型,并在模型分析的基础上,提出了包括区别对待不同类型区、实施差异化激励措施,细化住房保障任务、合理确定市区共担比例,更新"共担"观念、探索保障性住房指标交易,加强跨部门的协调、强化基层机构和队伍建设,以及增加行政措施配置力度、支持市区共担保障房建设等相关政策建议。

Taking the task assignment model of the indemnificatory house construction as the entry point of the study,adopting a problem- oriented method,and based on the on- site visits,this paper studies the reasonable assignment mechanism of Guangzhou indemnificatory housing construction tasks shared by Guangzhou city and its districts,building the regression model of the random effects and fixing effects of the task assignment,and adding to the weight model with expert evaluation. Based on the model analysis,this paper provides relevant policies and suggestions,including different treatment of different types of districts,implementation of measures to encourage differentiation; specialization of the guaranteeing housing tasks,reasonable determination of sharing proportions between the city and the districts; renewal of the concept of ＂ sharing＂,research into the quota trades of indemnificatory housing system; reinforcement of the inter- department coordination,enhancement of the grass root level organization and team construction,and support of the indemnificatory housing construction shared by the city and the districts.
