边疆治理转型过程中的地方政府治理现代化探论

Modernization of Local Governance in the Transformation of Frontier Governance

从"统治"到"治理"的转变过程既是边疆治理模式从"传统"到"现代"的重构过程,也是边疆地方政府治理模式转型的理论逻辑,本质上都是适应边疆社会经济发展的现实需要。在现代化、全球化的双重推动下,边疆地区的社会组织和市场机制都在快速成长和完善,成为边疆地方政府治理的合作力量,但是相伴而来的社会焦虑和社会越轨问题、民族认同和宗教渗透问题、经济滞后和市场失灵问题又给边疆政府治理提出了新的要求。因此,从治理高效化、治理法治化、治理民主化、治理合作化等维度加强建设,才能稳步推进边疆地方政府治理体系和治理能力现代化,实现对边疆地区的有效治理。

The transition from the traditional rule to the modern governance is not only a process of the recon- struction of the frontier governance mode, but also a theoretical logic of frontier governance transformation, which is essentially to adapt to the economic development in the frontier regions. With the dual promotion of modernization and globalization, the social organization and market mechanism grow rapidly, and become a new cooperative force. But problems such as the social anxiety and social deviance, ethnic identity and religious permeation, economic lag, and market failure, put forward new requirements for frontier governance. Therefore, we should promote the modernization of the local governance in the frontier regions, and strengthen the construction from dimensions of governance efficiency, juridification, democracy, cooperation and so on.
