新常态下河北省“双高”行业发展战略研究

“Double High”Industry Development Strategy under the New Normal in Hebei Province

河北省高污染行业和高能耗行业存在一定的相关性,五大"双高"行业为钢铁、水泥、火电、焦化、玻璃行业。在新常态下,要实现"双高"行业转型升级,就要实施"双高"行业走出去战略,加强能耗、排污等环保监管,以循环经济发展模式代替传统经济发展模式,培育"双高"行业环保产业链,对接京津环保标准倒逼产业转型升级。借助"一带一路"、京津冀一体化、产业结构调整的契机,实现质的提升及可持续发展。

There are some correlations in high pollution and high energy consumption in Hebei Province.The five＂double high＂industries are iron and steel,cement,thermal power,coking and glass.In the new normal,to achieve the＂double high＂industry transformation and upgrading,the double high industry must take the strategy of going out,strengthen energy consumption,emissions and other environmental regulation and recycle economy development model to replace the traditional model of economic development,cultivate environmental industry chain of double high industry,force docking Beijing and Tianjin industrial transformation and upgrade environmental standards.With the opportunity of＂The Belt and Road Initiatives＂,integration in Jing-Jin-Ji Area and industrial structure adjustment,it can achieve a qualitative improvement and sustainable development.
