大数据背景下政府治理模式现代化研究——亳州市网上办事大厅的探索与实践

A Study on Modernization of Governance Model under the Background of Big Data——An Exploration and Practice of the Online Service Hall in Bozhou City

立足于安徽省亳州市网上办事大厅的探索和实践,从凝聚明确目标、重新整合资源、有效运用工具、科学控制责任等四个方面分析了该市的主要做法,并就这种新型政务服务模式在"变""重""零"成效方面的实践价值进行描述。通过调研,指出其在提交材料的重复性、办事大厅还处在初中级应用阶段、部分行政部门之间缺乏信息共享等方面存在发展瓶颈问题,提出以此为突破口,强化网上监督,提高服务意识,按涉密等级构建统一的信息共享资源平台,统一部署基层网上办事大厅等对策建议。

Based on the exploration and practice of Bozhou City online services hall, from the four aspects as agglutination clear objectives, re-integration of resources, effective use of tools, and scientifically control re- sponsibility, the paper analyzes main practice of the city, and describes its practical value of this new mode of government services. Through research, it points out that some development bottleneck problems exist. For example,materials are submitted repeatedly; it is in the early and middle stage of application; and there is lack of information sharing between part of the administrative department. Taking these as a breakthrough,it helps the government decision--making with the suggestions of building a unified information platform to share resources, and unify deployment of online business hall at the grass-roots level on the basis of strength- ening the online supervision,improving the service consciousness,comply with the classified grades.
