对动物养殖场防疫条件审查许可的思考

Consideration on the Examination Permission of the Condition of Animal Breeding Farms

本文分析了现行的《动物防疫条件审查办法》在动物养殖环节审查中存在覆盖的范围窄、审查对象局限、选址条件设定不合理等问题,提出了取消养殖场防疫条件审查许可、在养殖环节实行防疫风险评估分级管理并与动物检疫出证有机结合的思路和建议,供同行讨论。

The problems that the scope of coverage being narrow,the objects of review being limited,and the location condition setting being unreasonable in animal breeding link of the current Measures for the examination of the conditions of animal epidemic prevention were analyzed. The suggestions of canceling the examination permission of the breeding farm epidemic prevention,carrying out the risk assessment and classification management of the epidemic prevention risk and combining with the animal quarantine certificate were put forward.
