沅水干流梯级水电站发电补偿效益偿还机制研究 被引量:2

摘要 三板溪水电站为沅水干流梯级开发的控制性工程,对下游梯级的补偿效益显著。由于目前尚未实行梯级补偿效益偿还机制,三板溪水电站补偿效益得不到偿还,由此致使自身财务陷入被动的局面。在阐述受益电站一般界定方法的基础上,结合沅水干流径流特性和补偿情况,合理确定了施益电站和受益电站;明确了沅水干流梯级补偿效益的界定及计算方法;提出了合理的沅水干流梯级水电站发电补偿效益分配办法及偿付方式。 Being the controlling works for the cascaded hydropower stations developed in the mainstream of Yuanshui River, the benefit of Sanbanxi Hydropower Station is remarkable. However, no compensation or return has obtained by the Sanbanxi Hydropower Station that has resulted in difficulties for financially self-sufficiency of the station. Hydropower stations that benefit other stations as well as beneficiary stations are defined based on explanation on general definition method of beneficiary and features of mainstream of Yuanshui River. Definition and calculation of benefits need to be compensated by other cascaded hydropower stations are undertaken.Methods and ways of compensation for power generation and benefits of cascaded stations in the Yuanshui mainstream are worked out.
