摘要 部门整体绩效评价效益类指标是绩效评价研究的难点与热点。为探索建立适应水利行业特点的效益类指标,尝试以流域综合规划为依据,采用内容分析和政策计量方法提取水利效益类指标,并对下一步评价指标体系特别是效益类指标的建立和完善提出相关建议,旨在为水利效益类指标构建提供新途径、新方法。 Indicators for performance evaluation of a sector as a whole has been a difficult point and hot topic.In order to find out indicators for benefit that suit for water sector, approaches of content analysis and policy evaluating are adopted and demonstrated based on master plans of river basins. Suggestions are made on establishment and improvement of evaluation system in the next step, in particular benefit indicators. It is aimed to find out new approaches and methods of selecting indicators for performance evaluation.
