陕西地区地下水保护的法制浅析

Analyses of Legal System for Groundwater Protection of Shaanxi Region

地下水资源过量超采和水质污染等问题日益凸显,本文针对陕西省的特殊水情以及国家对地下水资源管理的新要求,提出通过立法加强地下水资源管理与保护,用法律的强制手段调整水资源保护制度的内部机制,进一步完善的法律保障制度,保证陕西省经济社会的可持续发展。

The problems of excessive exploitation of groundwater resources and water pollution are highlighting increasingly. In this paper, the special water regimen in Shaanxi Province and the national new demands on the management of groundwater resources are analyzed. It is proposed that administration and protection of groundwater resources is strengthened by legislation. The enforcement of law is used to adjust the internal mechanism of water resources protection system to further perfect the system of legal protection and ensure guarantee the sustainable development of economic society in Shaanxi Province.
