摘要
危险废物的规范、合法化管理是危险废物产生者和执法者共同的任务。实践中,由于内在和外在两大因素的制约,致使危险废物流失严重、转运不及时,甚至随意排放、倾倒的违法违规现象随处可见,这既容易造成环境污染事故,带来很大的环境安全隐患,又使产污者面临法律法规的惩处。文章以某县工业园尝试的危险废物收集、贮存和处置的新模式为例,探讨了其实际运用价值,对在各地推广使用具有借鉴意义。
The standardized and legitimate management of hazardous waste is the common tasks of t hazardous waste generators and the law-enforcers. The serious loss of hazardous waste, no timely transportation and the illegal discharge can be seen in many places, which is not only easy to cause environmental pollution with lots of environmental security risks, but also to make the polluters faced with law punishment. In this paper, the author took the collection, storage; treatment mode of hazardous waste in the county industrial park for example, discussed the practical application value. The study has reference value for other county industrial park to promote the model.
