Based on various information technologies,the transmission of information resources is no longer limited by time and space,which led to great transformation of information supply and demand.Information suppliers have improve their service by creating User Friendly environment which resulted in the failure of COUNTER system to some extent.This article makes a deep analysis of COUNTER by pointing out how does User Friendly environment affect the system and how important of the innovation and reform for the libraries as well.
