摘要
政府将基本公共卫生服务作为一项重点民生工程,不断加大资金投入。但是资金沉淀和违规开支问题也日益严重,资金使用效率备受关注。本文利用数据包络分析法(DEA模型)对福州市各县(市、区)基层医疗卫生机构基本公共卫生服务经费使用效率进行测算,在此基础上,运用Tobit回归模型得出结论:福州市基本公共卫生服务经费使用效率还有较大的上升空间,财政投入和政府有关部门的监督管理是影响经费使用效率的主要因素。
Basic public health service is an important People＇s livelihood project for government and the investment on it increases rapidly. But funds sedimentation and illegal expenditure problem are becoming more and more serious,the use efficiency of funds has been paid much attention. In this paper, the use efficiency of basic public health service fund in Fuzhou counties was estimated by the Data Envelopment analysis （DEA） method and some conclusions were made by Tobit regression model. The result showed that there is a large rising space for the using efficiency of basic public health service fund in Fuzhou City, and the factors of using efficiency are the supervision and administration of relevant government departments and financial investment
