推进生态文明建设、促进低碳发展、实施创新驱动战略是构建中国特色新型城镇化道路的重要支撑点。新型城镇化要构建以创新驱动、低碳发展为本质要求的低碳创新驱动模式,提升城镇发展质量和效益,营造更加宜居宜业的低碳城市空间。所谓低碳创新驱动,就是坚持以人为本、以生态文明建设为基本目标,通过面向低碳、节能、生态的技术创新和制度创新,驱动新型城镇化向集约、智能、绿色、低碳的新型道路转变。新型城镇化内涵包括经济、政治、社会、文化、生态文明等5个领域的低碳创新驱动。根据创新主体的不同,新型城镇化的低碳创新驱动可分为政府主导型、企业主导型、科研院所主导型以及多元协同型等模式。加快中国特色新型城镇化建设,需要以创新、协调、绿色、开放、共享五大理念为指导,构建多元协同型低碳创新驱动模式,政府、企业、科研院所、社会组织与公众在新型城镇化低碳创新驱动中发挥者不可替代的作用,充分整合与积极发挥这些主体的作用,从不同的主体层面选择有效的创新驱动路径。在政府层面,制定低碳创新驱动战略,完善低碳创新政策,为新型城镇化建设提供政策支持与法制保障;在企业层面,发挥企业在低碳技术创新中的主体地位,提高企业低碳自主创新能力,树立低碳企业形象;在科研院所层面,鼓励低碳科技创新的基础研究,增加必要经费投入,建立低碳创新的产学研合作联盟;在社会组织和公众层面,培育低碳创新服务组织,鼓励公众参与和共建共享,构建低碳创新的众创空间,营造低碳创新的社会文化环境。
