摘要
在全球气候变化上升为国际热点的背景下,构建碳排放交易市场,引导社会各层面主动参与温室气体减排,是实现气候改善、生态补偿和低碳发展最有效的途径。我国积极响应发展热潮,于2013年在北京、天津、重庆等7个省市启动碳交易试点,涉及的领域有钢铁、石化、电力、化工等。然而作为碳排放大户的城市交通运输系统目前还没加入碳排放市场中,因此在假设城市交通运输系统加入碳排放市场的前提下,将碳排放作为一种投入要素引入生产函数模型,从而推算出城市交通运输系统碳交易价格,再联合碳交易量构建城市交通运输系统碳交易货币化模型,为交通运输企业进行碳交易的货币额度提供计量方法。最后以重庆市轨道交通3号线为例,得出碳交易货币额,验证了模型的可行性。
In the background of growing world concerned global climate change,building carbon emissions trading market and guide the active participation of all social levels of greenhouse gas emissions are the most effective way to realize the weather improvement,ecological mitigation and low carbon development.As a positive response to the development in China,7provinces and cities such as Beijing,Tianjin,Chongqing have launched pilot carbon trading in 2013,involving in the fields of iron and steel,petrochemical,electric power,chemical industry,etc.However as one of huge carbon emitters,the urban transportation system is not added to the carbon market,therefore in the premise that the urban transportation system is added to the carbon emissions market,carbon emission is introduced as an input factor into production function model to calculate the carbon trading price of urban transportation system,combined carbon trading volume to construct the carbon trading currency model of urban transportation system to provide measurement methods for the carbon trading in the transport enterprise.Take the Chongqing Rail Transit Line 3as an example,the carbon trading currency is obtained and the feasibility of the model is verified.
