提倡构建以合作共赢为核心的新型国际关系并付诸实践,代表着中国超越和平崛起的单向论述、丰富和平发展的内容、谋划崛起之后战略走向的努力。新型国际关系思想基于中国的思想文化传统,是对中国国际关系理论与外交思想的继承与创新,代表着中国国际合作理论的新探索。中国构建以合作共赢为核心的新型国际关系,以塑造长期稳定健康发展的新型大国关系为关键,以推动国际秩序变革、积极参与全球经济治理、构建全球伙伴关系网络为战略视野,以制度化合作为基本路径,以东亚和中国周边为重点,以丰富和完善中国地区战略为指向,产生了积极的效应。另一方面,新型国际关系构想面临诸多理论挑战与现实困境,我们要深入研究国际潮流、大国历史、中国进程,深化对新型国际关系的认识,丰富中国和平发展战略,前瞻性地规划中国崛起之后的发展,形成整体性的战略布局;同时在实践中要客观判断国家实力,清晰划定国家利益的底线,恪守和平发展承诺,积极承担国际责任,塑造新型大国形象,并强化战略管理意识,妥善应对重大分歧。

At the Central Conference on Work Relating to Foreign Affairs in 2014,the building of a new type of international relations featuring win-win cooperation was set as the goal of China 's diplomacy. What does 'a new type of international relations 'mean? How can China achieve such a goal? What will China do in the future? As a new kind of strategic thought and initiative,it stands for China's effort to transcend itself as a peaceful rising power,and to design the after-rise future together with other great powers. The new type of international relations is about what kind of state-to-state relations China wishes to build,reflecting China's ideal about the future world. The concept is based on China's cultural tradition and diplomatic conducts,and a new development of its international cooperation theory,while China's diplomatic theory has been further enriched by the concept. In practice,China has been always building a new type of relations featuring win-win cooperation with other countries,and Sino-American relationship is full of such a feature. China in recent years focuses on the stable and healthy major power relations,pushes forward the reform of international order,actively participates in the global economic governance,tries to build a global partnership network,and emphasizes the institutional cooperation with East Asia and its neighbors.China's conducts lay solid foundation for a type international relations featuring win-win cooperation. On the other hand,it is still a long way to make the ideal fully into a reality. The author suggests that China should study international trend,world history and China's path,to deepen the understanding of the new type international relations; design the architecture for China's future after it rises,enrich its peaceful development strategy; evaluate China's national power objectively,and keep the promise of peaceful development,and actively take necessary international responsibility; make contribution to world peace and prosperity while properly deal with some great differences with other countries.
