Time and Space:Perspective of Time and Space of a New Type of International Relations

时间和空间是运动着的一切物质存在的形式。时间既是线性的自然时间,也是人类社会实践的时间。空间既指地理的区位,也指向一种社会关系。国际关系总是在特定的时空范畴内发生和展开,对于国际关系的叙述总是通过一定的先后次序依次展开,所以国际关系的过程是时间性的,对于国际关系的叙述同时必须限定在一定的区域之中,所以国际关系又是空间性的。传统国际关系研究往往将时间与空间隐藏在理论之中。中国提出构建新型国际关系,在时间和空间两个维度上突破传统国际关系研究的局限,构建国际社会的新型时空观。在时间维度上,新型国际关系认为和平、发展、合作、共赢的时代潮流,构建新型大国关系,加强与发展中国家关系是人类社会实践时间发展的必然。在空间维度上,新型国际关系从构建周边命运共同体出发,发展新型大国关系,直至打造人类命运共同体是空间关系调整的必然。新型国际关系就是要在时间、空间维度上推动国际秩序朝着公正、合理、和平的方向发展,为世界所有国家在时间和空间上的解放奠定基础。

Time and space are the form of all motion substance. Time is not only linear in nature,but also reflects mankind social practice. Space refers to geographical location and social relations. The occurrence and development of International relations is always in special time and space. The narrative of international relations is always unfolded by time precedence order. So,the course of international relations is timeliness. The narrative of international relations should restrict to certain region. So,international relations also possess spatiality. The traditional study of international relations often puts time and space behind the theory. A new type of international relations breaks through traditional study of international relations from aspects of time and space,and constructs a new type of perspective of time and space. From time perspective,a new type of international relations puts forward the trend of the times of peace,development,cooperation and win-win,construction of a new type of international relations, reinforces China and developing countries, which is an inevitable product of human social practice time. From spatial perspective,a new type of international relations considers the construction of surrounding community of common destiny,developing a new type of great powers,creation of community of common destiny for all mankind,which is an inevitable product of spatial relations adjustment. From perspective of time and space,a new type of international relations drives the international order towards liberation of all countries from perspectives of time and space.
