河北省农地流转现状、问题及对策分析

Farmland Transfer in Hebei Province:Its Status,Problems and Countermeasures

农村土地流转和规模经营成为大势所趋,河北省农地流转规模与推进力度高度相关,流转示范区地方政府多深度参与,流转价格较高,经营主体渴求政府扶持政策,但规模经营效率并不明显。土地流转中存在着大规模粮食种植风险较小但收益很低、非粮化种植引致更大经营风险、农户对流转风险估计不足、针对规模经营主体的社会化服务匮乏、雇工管理困难、"农地股份合作社"缺少合作内涵等问题。因此,必须正视当前土地流转蕴藏的经济、社会和政治风险,因势利导,培育适度规模经营主体,完善农业社会化服务。

Land transfer and scale management have become the trend of the times. In Hebei province,the scale of farmland transfer is highly correlated with the support;the local government participate to a great extent in the transfer demonstration area;transfer price is higher;operators ask for government policy support. But scale efficiency is not obvious. There are many problems in the farmland transfer. Although massive grain plant has less risks,the income is very low;non-plant causes greater business risks;farmers underestimate shortage in transfer risks. And there is lack of socialized service to the scale operators,there are difficulties to management employees,and insufficient cooperation connotation in ＂agricultural land joint-stock cooperative＂. Therefore,government must face up the economic,social,and political risks in farmland transfer,improve the occasion,foster the subject of moderate scale management,and improve agricultural socialized service.
