摘要
在美国,图书馆公共服务属于"政府固有职能"范围以外,可以采用政府购买方式开展的事项。美国将购买的图书馆公共服务分为两类:硬服务和软服务,这两种服务的差异主要体现在合同形式、购买模式以及服务供应者选择等方面。在我国政府购买图书馆公共服务过程中,需要从立法角度明确图书馆公共服务购买的类型、流程和标准,并建立"投出-产出"分析制度、图书馆服务质量监测机制和合同争议的协调机制。
In the US, public library services are not "inherently governmental function" range, can carry out government purchases. Public library services are divided into hard services and soft services, the differences are reflected in the form of contract, the purchase pattern, and the choice of service provider. In our country, we need to define the type, process and standard of library public service purchase from the perspective of legislation, establish a "cast- output ‘analysis system, service quality monitoring mechanisms and dispute settlement mechanism.
