基于网络DEA模型的铁路移动装备投入产出评价研究

Study on Input-output Evaluation of Railway Mobile Equipments based on Network DEA Model

铁路运输作为我国综合交通运输体系的重要组成部分,具有资产规模大、投资短期不可逆等特征。开展铁路移动装备投入产出效率评价,对正处于市场化转型发展过程中的铁路运输企业具有重要意义。在分析我国铁路移动装备评价现状的基础上,将网络DEA模型与铁路移动装备运用流程相结合,构建铁路移动装备运用效率评价体系,并以国家铁路货车为例进行测算分析,客观评价影响铁路移动装备运用效率的内外部影响因素,为铁路装备采购投资、运用考核评价及经营策略制定提供量化分析支撑。

Railway transportation, as an important component part of comprehensive transport system in China, has the characteristics of large asset size and short-term irreversibility of investment. Taking evaluation of input-output efficiency of railway mobile equipments has significant meaning to railway transport enterprises which was in the process of marketing transfer development. Based on analyzing the evaluation status of railway mobile equipments in China, combining network DEA with the application process of railway mobile equipment, the evaluation system of application efficiency of railway mobile equipment was established. This paper also makes measurement and analysis by taking national railway freight cars as the example, and objectively evaluates the internal and external factors influencing the application efficiency of railway mobile equipments, so as to provide quantitative analysis support for railway equipment purchase and investment, application examination and evaluation as well as establishment of operation strategies.
