Implications of industrial land repurchase in Ningbo Free Trade Zone

摘要 开发区在促进区域经济发展方面发挥了重要作用,而土地资源短缺日益成为制约其发展的瓶颈。土地资源的循环利用和再开发是开发区更新改造和再发展的核心,低效用地退出是土地循环利用的关键环节。宁波保税区探索实施的产业用地回购为低效用地退出提供了成功范本。在总结其经验的基础上,借鉴土地循环利用理论,通过实地调查,提出要从行政、经济、技术、法律等方面构建对企业和地方政府的激励约束机制,并分别针对存量低效用地退出和新增产业用地循环利用制定了相应对策。 Development zone accelerates the development of local economy, but shortage of land resources becomes the bottleneck which restricts its development. Recycle and redevelopment of land resources are important measures to promote renewal and redevelopment of development zone. And withdrawal of inefficient land is the key step of land recycle. Ningbo Free Trade Zone (NFTZ) is a successful case of inefficient industrial land repurchase. The aim of this essay is to summarize the successful experiences of NFTZ to supply reference to inefficient land withdrawal. Mechanism has been constructed which inspiriting and restricting both enterprise and local government by administrative, economic, technical and juristic means. Policies are also put forward to advance the withdrawal of existing ineffi- cient industrial land and the recycle of newly - added industrial construction land.
