粤东山区绿色贫困问题及沟域经济扶贫开发研究——以梅州市为例

Research on Green Poverty and the Development of Valley Economy on Poverty Alleviation in the Eastern Mountainous Areas——A Case Study of Meizhou

在阐述绿色贫困、沟域经济理论基础上,以梅州市5个贫困县为例研究粤东山区贫困问题。分析认为粤东山区绿色贫困影响因素有:土地资源缺乏,基础设施建设滞后;传统产业为主,高科技、现代化的产业聚集不多;地处重要生态功能区,产业发展限制较多。粤东山区绿色沟域经济发展的潜力有:逐渐凸显的区位优势条件,日趋完善的基础设施;绿色资源和生态环境优势逐步显现;丰富的历史文化根基。从建设生态设施,构建生态安全格局;打造现代文化生态旅游体系;壮大绿色经济产业;大力开发和利用可再生能源;政策扶贫等5个方面提出粤东山区绿色沟域经济扶贫开发对策。

Based on the concept of green poverty and valley economy, research on poverty eastern mountain in case of Meizhou five poor counties has been carried out. Results show that green poverty factors of eastern mountainous area are as follows： lack of land resources, infrastructure backwards; traditional industry as the main industry while high-tech and modernized industry gathering less; location as important ecological function areas and more industrial development has been restricted. The potential of the eastern mountain development on green valley economy are as follows： gradually advantageous geographic conditions and increasingly improved infrastructure; green resources and ecological environment advantages gradually revealed; rich historical and cultural roots. Five poverty-Alleviation policies should be proposed. From the perspective of Poverty Reduction Strategies of eastern mountain on green valley economy, construction of ecological facility and ecological security pattern will be necessary. Also, it is essential to build a modern cultural and ecological tourism system; to encourage the growth of the green economy industry; vigorously develop renewable energy and fi nally to carry out poverty reduction policies.
