基于层次分析法的我国油气行业管理架构与政策探究

Management policy of oil and gas in China based on the analytic hierarchy process

随着全球油气资源分配格局发生重要变化,我国油气政策及管理面临较大挑战。针对我国油气政策现状,主要采用层次分析法,在全面收集我国油气行业管理的法律法规及深入调查的基础上,分析并提出我国石油天然气行业国家管理体系架构;从政策应用层面将其梳理和划分为发展规划、机构管理、资源管理、建设管理、产品管理、税费、安全等9种类别,并从政策发布时间、机构、效力级别、目标及特点等方面展开剖析,提出我国油气行业战略发展要加强统筹规划和政策引导、完善市场机制、强化信息共享等建议。

With the important changes in distribution pattern of global oil-gas resources,the policy and management of China＇s oil and gas will face greater challenges. According to the present situation of oil and gas policy in China,the architecture of China＇s oil and gas industry management system is put forward by using analytic hierarchy process,based on the comprehensive collection of China＇s management laws and regulations of oil and gas industry. From the aspect of policy application,the management system can be divided into 11 categories,including development planning,organization management,resource management,construction management,production management,taxes,security and others. The management system is also analyzed from the aspect of time,institutions,the effect levels,goals,content and characteristics in order to promote the strategic development of the oil and gas industry. The suggestions such as strengthening overall planning and policy guidance,improving the market mechanism and enhancing the informationsharing,are proposed in the end.
