摘要
校长教师交流轮岗体制机制是在明确校长教师交流轮岗的实施和管理机构权责的基础上,充分协调其动力机制、运行机制和激励保障机制,形成机构及其机制的协同动力关系,构建校长教师交流轮岗体系及其运行方式。当前,我国校长教师交流轮岗体制机制的缺损导致各管理主体的权责虚位、错位和越位,交流轮岗的动力不足、运行不畅、保障不力,组织机构和规范间尚未建立协同关系等。破解校长教师交流轮岗体制机制的困境,需要明确"省级统筹,以县为主"的管理主体权责,构建动力、运行和激励保障"三维一体"的校长教师交流轮岗发展机制;在共生理念下,构建政府、教育行政部门和中小学校间"三位一体"机构协同的发展共同体;制定相关法规政策,落实校长教师交流轮岗体制机制的监督评价和问责制度。
The Exchanges Institution and Mechanism between Urban and Rural Headmasters and Teachers is on the basic of clearing the rights and responsibilities of implementing and managing agencies,to coordinate the exchanges dynamic mechanism, operation mechanism and incentive mechanism,to form synergy power relations between agencies and mechanism,to build the system and operation mode for the exchanges between Urban and Rural Headmasters and Teachers. At present,The Exchanges Institution and Mechanism between Urban and Rural Headmasters and Teachers in China has got into trouble. In future,we will form Three-Dimension-in-One theoretical framework among the exchanges dynamic mechanism, operation mechanism and incentive mechanism. We will build the development union for agencies among the government, the administrative department of education, primary and secondary schools in the concept of symbiosis. We will establish regulations and construct platforms to improve the regulations on evaluation and accountability for performing the Exchanges Institution and Mechanism between Urban and Rural Headmasters and Teachers.
