全生命周期视角下的PPP项目风险识别

Infrastructure PPP Project Risk Classification Based on Risk Allocation

PPP项目风险的科学分类是风险分摊的基础,有必要对其进行深入系统的研究。阐述了PPP的内涵以及PPP风险对项目的影响,从全生命周期视角按照决策阶段、融资阶段、建设阶段、运营阶段以及全生命周期重新划分了基础设施领域PPP项目的风险。结合国内外PPP发展现状,提出了PPP项目风险类型需要进一步研究的方向。可以为进一步研究风险分摊提供依据,使参与主体明确具体风险并进一步进行分摊。

Since the scientific classification of the PPP project risk is the basis of risk allocation,it is necessary to study it further and systematically. Firstly,the paper clarifies the meaning of PPP project and states the influence of risk in PPP project,making the participators understand the risk and realize the important influence of risk in PPP project. Secondly,it organizes the risk research literature of domestic and foreign,sorts out the most risks in PPP project. Then,based on earlier research,it reclassifies the risk according to the decision-making stage,the financing stage,construction stage and operation stage from the perspective of life cycle. On this basis,together with analyzing the risk research present situation,it puts forward several further researched areas. The results provide a basis for the further research of risk allocation,making the participators identify the specific risks and allocating it further.
