摘要
核电项目地下工程既存在常规地下工程的管控风险,还有其自身的特点,作为工程项目的总承包管理方,如何有效管控,消除施工管理的过程风险,具有重要意义。在对核电地下工程风险管理特点分析的基础上,针对风险管控的重点及难点,采用风险等级层次识别法,分别对钻爆法隧洞、盾构法隧洞在安全与进度方面的风险进行了识别,按照项目施工准备阶段、启动实施阶段进行划分,列出了排在前3位的风险等级,提出了相应风险管控手段及应对措施,使进度与安全成为和谐共生的"统一体",达到了为工程建设服务的最终目标。
Risks of nuclear power underground projects has the unique feature. For general contractors,to control construction risks effectively is very important. Based on the characteristics of nuclear underground projects,aiming at the important points and difficult points of the risk control,this paper identifies risks of blasting method and shield method respectively using risk hierarchy identification method. The paper identifies the risks of construction preparation stage and project execution stage. Top three risk levels are listed and,corresponding control means are proposed. Risks control means include tight schedule plan,time assessment and refinement of risk,demonstration and evaluation of expert meeting,so that make schedule and safety as the unity of harmonious coexistence,to reach the goal for the purpose for construction service.
