摘要
从供水和用水协同关系出发,基于协同理论构建中国供水-用水复合系统协同度模型。对供水系统、用水系统各自有序度及供水-用水复合系统协同度测量。结果显示:中国供水系统有序度不断提升,用水系统有序度波动较大,供水-用水复合系统的协同度长期处于较低水平。进而,提出以提升供水-用水复合系统整体协同度为管理目标,推进供水服务市场化改革、实现供水管理到用水管理理念转变、加强农业节水、缩小区域间供水-用水能力差异等建议措施。
Based on the synergy theory and the study of the synergetic relationship between water supply and water use,we built a synergetic degree model of water supply- water use composite system in China,and measured the respective order degree of water supply system and water use system and the synergetic degree of water supply- water use composite system. The result shows that the order degree of water supply system upgraded continuously,that of the water use system was instable and the synergetic degree of water supply- water use composite system was low. Then,we gave some suggestions in order to improve the synergetic degree of water supply- water use composite system,such as strengthening the reform in water supply market,focusing on the water management from supply management to use management,strengthening water- saving agriculture,reducing capacity difference of water supply- water use among different areas and so on.
