On the aspect of the citizens' lives, the culture governance thought's transformation to people life, makes the state hope realize adequately the public culture's guiding function to citizens' lives by the governance actions, and correct the social cultural life.On the aspect of the culture supply, government must attach great importance to cultural industries' social control function and the regulation to the culture market, and maintain the cultural industries' values ofpublic spirit by Multi-Subjects' cooperative governance.
